within the context of Emergency Response to Refugees from Centra Africa Republic Plan Cameroon is urgently seeking to recruit experienced, enthusiastic, humanitarian-oriented and hardworking Cameroonian for six months duration to fulfill the positions below. While funding is only guaranteed for 6 months at the point of advertising, Plan is seeking longer-term funding and the operations in the East and Adamawa Regions will be operating for much longer than 6 months.

Title: Monitoring & Evaluation Coordinator to CAR Refugees-UNICEF

Duty Station: Bertoua

Main Duties and Responsibilities:

Under the supervision of the Emergency Response Manager, the M&E Coordinator will among other tasks perform the following tasks:

1. Ensure an effective monitoring and evaluation of the project in the East

  • Design and implement a logic model for data analysis
  • Design and manager a MER plan
  • Develop data collection tools
  • Establish data quality audit policies and procedures
  • Manage and maintain the database
  • Data analysis, follow-up progress on indicators and reporting
  • MER training and support to Community workers and staff
  • Compilation of monthly reports to the program units(PU)
  • Establish high and cordial working relationship with National organizations ensuring that their queries are responded on time and that they are kept informed on sponsoring transactions affecting them.

2. Coordination

  • Liaise with the staff at the PUs level to maximize collaboration and ensure proper coordination of MER activities.

3. program development,partership development

  • Review, analyze and share relevant data
  • Participate in National cluster meeting and share data/experiences/Knowledge

Qualification and Experience

  • Degree in Social Science, Statistics or related courses
  • Knowledge of international humanitarian standards
  • Minimum of five(5) years solid work experience in research and evaluation, planning, participatory monitoring and evaluation, and developing community development projects
  • Experience of working with institutional donors/fundraisers
  • Experience of working in zones were security issues if a concern

Skills & Behaviours

  • Ability to speak, read and write English fluently and proven ability and willingness to learn other languages
  • Mastery of survey software
  • Excellent computer skills(Microsoft office including word, excel, powerpoint, internet, etc.)
  • Proven capacity to facilitate trainings, coach staff and provide supportive supervision
  • Excellent  written and spoken English and French is an advantage
  • Ability to work in emergency settings and perform under pressure
  • Experience of working in emergency context
