CALL FOR APPLICATIONS FOR THE RECRUITMENT OF SUPPORT PERSONNEL IN THE MANAGEMENT UNIT OF THE ENABLE – YOUTH, CAMEROON COMPONENT OF PD_CVA 

The African Development Bank (AfDB) Bank has given a Non- Concessional loan (AfDB loan) to the Republic of Cameroon for the implementation of the Project for the Development of Agricultural Value Chains (PD – CVA). 

The Ministry of Agriculture and Rural Development is the Contracting Authority of this project which includes a youth Entrepreneurship component called ENABLE - Youth to be implemented by the International Institute of Tropical Agriculture (IITA). 

In view of this, the International Institute of Tropical Agriculture calls for applications to the following support positions opened in the Management Unit of the ENABLE - Youth Project based at IITA Cameroon Station in Nkolbisson, Yaoundé

1. Application folder: For each position, the application folder shall include the following documents: 

• a letter of application including the full names of the candidate, his or her full address, phone number and email address; 
• a detailed curriculum vitae; 
• a letter of motivation (maximum two pages); 
• a copy of the national identity card; 
• a list of three referees including their contacts

2. Selection Modality: The selection will be done in 2 steps: i) shortlist through file analysis and ii) oral interview and/or practical tests if necessary. Only shortlisted candidates will be contacted.

Position: Monitoring and Evaluation Officer

Contract: 2-year renewable contract

Location: Nkolbisson, Yaounde

DUTIES:

Successful candidate will among other things perform the following duties:

• Develop a detailed framework for monitoring, evaluation, and learning of lessons for the whole project considering the targets of the project;
• Develop a detailed framework for monitoring, evaluation and learning of lessons within each youth agripreneurs incubation center considering the targets of the project;
• Analyze the performance of the project in terms of time frame including milestones, costs, quality of products of the project based on the annual and overall budgeted work plans;
• Analyze the performance of the project in terms of time frame including milestones, costs; quality of products at the level of each youth agripreneurs incubation center;
• Monitor the implementation of annual and overall budgeted workplan of the whole project and at the level of each youth agripreneurs incubation center;
• Establish mechanisms of collection of feedback essential for the improvement of the processes of the project, including meetings with key stakeholders of the project;
• Generate the data to be included in quarterly and annual reports using information collected through monitoring, evaluation, and learning of lessons;
• Liaise with the M&E Head of PD – CVA;
• Assume any other task, relevant to the position, useful to the success of the project and assigned by the project coordinator.

QUALIFICATION:

University degree (BSc minimum) in social sciences, agricultural economics, or a related field. A master's degree Program-II would be a great asset with a minimum of three years of experience in the field of M&E in Cameroon

COMPETENCIES:

• Theoretical and practical knowledge of the framework for monitoring, evaluation and learning lessons;
• Theoretical and practical knowledge of the development of a project logical framework;
• Proven experience in the development and administration of questionnaires related to the analysis of the situation before, during, and after a project for the impact
• assessment; the use of electronic tools such as a tablet or a Smartphone would be a great asset;
• Proven experience in the use of social data statistical analysis software;
• Proven experience in planning and execution of activities related to monitoring, evaluation and learning lessons;
• Proven experience in working in Microsoft Office environment (word, excel, powerpoint, etc)
• Proven experience in literature search on Internet
• Practical knowledge of one or several project management software would be a great asset
• Practical Experience of development, maintenance, and management of databases would be a great asset.
• Availability to travel frequently within the country and occasionally abroad
• Ability to work in a team and ensure high performance of the team;
• Ability to pay attention to detail and accuracy;
• Ability to adapt him/her- self to changing and variable situations;
• Objective judgment of the opinions and facts
• The candidate should communicate fluently (orally and in writing, including reading) in both French and English. Perfect bilingualism would be a great asset.

Workplace: The incumbent of the position will be based at IITA Cameroon (Nkolbisson, Yaounde) with regular travels in Cameroon.
