POSITION: Financial Analyst

OPENING DATE: February 2, 2016

WORK HOURS: Full time, 40 hours/week

SALARY: Ordinarily Resident (OR):  FSN-10 / Not-Ordinarily Resident (NOR):  FP-05 (steps 5 through 14)

LENGTH OF EMPLOYMENT: This is a 2-year term limited contract position

The Centers for Disease Control and Prevention (CDC) Office in Yaounde is seeking eligible and qualified applicants for the position of Financial Analyst.  This position is located in Yaounde, Cameroon.

BASIC FUNCTION OF THE POSITION

The incumbent reports to the Deputy Director, Division of Global Health Protection (DGHP), CDC Cameroon, and provides leadership, coordination and management of CDC DGHP Cameroon budget and financial support services. The incumbent is the senior specialist responsible for day-to-day budget management of CDC programs funded under the Global Health Security Agenda (GHSA) or other related GHSA funding streams such as the Field Epidemiology Training Program (FETP). The incumbent’s responsibilities include budgeting, accounting, financial analysis and reporting for operating and non-operating expenditures.  The incumbent will also have responsibility for developing the agency’s operating budget, tracking expenses and providing liaison with the Department of State’s (ICASS service provider) financial management office.  The incumbent provides specialized financial advice and recommendations on long-term resource requirements, forecasts and projections on the various DGHP budgetary and financial activities in country.  This is in addition to the close working relationship the incumbent must have with the implementing partners in order to ensure that their financial statements and reporting meet requirements established for public health programs.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified. 

EDUCATION: A Bachelor’s degree in Business Administration, Accountancy, Economics, Banking or Finance is required.

EXPERIENCE:  At least 5 years of progressively responsible work experience in accounting, auditing, or financially oriented business management in an international organization or large local institution is required.

LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English and French are required.  (This will be tested.)

SKILLS AND ABILITIES: Incumbent must: be able to work independently to assess inconsistencies in complex financial data and collaborate with technical staff in preparation of budgets for technical projects; have excellent analytical skills and be highly innovative to achieve greater financial and operational efficiency; be able to resolve budgetary timing issues relative to the USG federal fiscal year; possess advanced personal computer skills with experience using word processing and spreadsheets, especially Microsoft Excel; have intermediate level experience in data analysis and data entry. (This will be tested.)

JOB KNOWLEDGE: The candidate must have a detailed and thorough knowledge of the theory and practice of accounting. Knowledge of generally accepted accounting principles and standards and knowledge of Government auditing standards is also required.  The candidate must: have a thorough knowledge of budget development, execution, and analysis, including technical procedures and methods for computing and reporting for financial programs.
